A London project across three countries
London 1969 was released in 1999; Take-Two’s annual report lists the PC and PlayStation editions in April. Most development took place at Rockstar Canada in Ontario, subsequently Rockstar Toronto. Developer interviews locate the proposal in Rockstar’s New York office while DMA in Dundee was working on GTA 2. Dan Houser contributed writing and production; Lucien King and Paul Bennun worked on production and sound from London. The expansion consequently involved several locations and used a technical foundation created by another studio.
Model cars become British vehicles
Ray Larabie recalls purchasing British model cars and photographing them from above for vehicle graphics. Blair Renaud constructed the map. Films and street maps supplied reference material. Small details communicated the relocation: different cars, different roads and a British everyday environment rather than the original’s American setting.
British traffic inside an existing program
Larabie describes limited freedom to alter the inherited code. Kevin Hoare changed the driver’s position and traffic behaviour for Britain. New graphics reshaped the world while its underlying viewpoint remained. Adam Holbrough produced rendered backgrounds for intermission scenes. Programming, environments, vehicles and presentation each contributed to the transformation.

London 1969 was released for PC and PlayStation. This photograph shows a model from that console family.

A mission pack with familiar rules
The manual requires the original GTA. Telephone jobs and score targets still determine progression; additional earnings and multipliers remain part of the city game. Weapons and other aids are collected as pickups, while garages provide particular vehicle services. Anyone expecting only to follow a story towards the next cinematic encounters a different model of progress from later GTA games. London 1969 changes that system’s location and tone while leaving its foundations recognisable. The manual edition used here comes from a later compilation, so its updated system requirements are not reliable specifications for the original 1999 PC release.
